Yes. The idea and the writing are related the same way a business concept relates to its execution. Derek Sivers has an awesome matrix for this.

The idea is the integer, the writing’s just the multiple. If the idea is shit, even brilliant writing will only lead to a mediocre result. If the idea is amazing, chances are, even broken English will do.

That said, there’s a lot to learn in terms of style, voice, and changing how you write based on what you’re writing. But the further you develop as a writer, the true-er (if there were degrees of truth) your statement becomes.
